The European Commission has pledged to reduce administrative burdens and simplify legislation. As part of this effort, it has launched a series of dialogues to engage directly with stakeholders on how to achieve policy objectives in a way that minimises compliance burdens.
On 27 October 2026, Maria Luís Albuquerque, Commissioner for Financial Services and the Savings and Investments Union, will host an implementation dialogue on digital finance. As the digital transformation continues to reshape financial services, this dialogue will provide an opportunity for stakeholders to share practical experiences with the implementation of key EU regulatory frameworks in the digital sphere and identify possible areas and measures for simplification.
The dialogue will be structured around two thematic sessions covering (1) the EU regulatory framework for crypto-assets and (2) the EU’s rules on cyber-resilience in the financial sector. It will seek to:
- assess the overall fitness of the Markets in Crypto-Assets Regulation (MiCA), the current legal framework regulating crypto-assets and crypto-assets service providers, and identify where simplification or burden reduction measures could be considered
- take stock of the practical implementation of the Digital Operational Resilience Act (DORA), with a particular focus on whether further proportionality is needed, including whether the current requirements are appropriately calibrated to the size, risk profile and operational complexity of different types of financial entities
Participation at the dialogue will be upon invitation only. The Commission will publish a summary of the main conclusions and list of participating organisations after the event.
