Overview
In order to address suggestions from stakeholders regarding activities in the EU taxonomy, the Platform on Sustainable Finance together with the European Commission set up the stakeholder request mechanism.
The tool allows stakeholders to submit suggestions based on scientific and/or technical evidence on new economic activities that could be added to the EU taxonomy or on potential revisions of technical screening criteria of existing activities. In addition, it provides stakeholders with a channel to ask clarification and implementation questions on the EU Taxonomy Delegated Acts, including general questions, as well as more specific questions on the technical screening criteria and reporting requirements.
The stakeholder request mechanism runs continuously, allowing respondents to submit their input at any given time. The requests will be assessed by the Commission with the support of the Platform’s Technical Working Group at specific “cut-off” dates.
How the requests will be assessed and considered
The Platform will analyse relevant requests in the context of their recommendations on potential revisions of the EU taxonomy and/or additional economic activities, as part of the work of the Platform’s Technical Working Group. The Platform may also be requested, where relevant and appropriate, to support the Commission in responding to questions related to the implementation of technical screening criteria and reporting requirements. These questions will be taken into account by the Commission for future FAQs documents.
As regards new activities, the Platform can provide recommendations to the Commission on which activities should be prioritised for the next mandate. In developing the recommendations to the Commission, the Platform may advise on the prioritisation of certain activities based on the requests and evidence submitted in line with the requirements of the Taxonomy Regulation. The Platform may advise on an appropriate sequence of how the submitted requests would be handled over time, considering their impact, urgency and other factors, as well as the working capacity of the Platform overall.
For both, the revisions of existing activities and suggestions of new activities, the Platform will provide a summary of the feedback received, how they were assessed and what recommendations the Platform made on the basis of the requests.Following an assessment of the Platform recommendations, the Commission may decide on possible amendments of the EU Taxonomy and which new activities to prioritise for the following Platform’s mandate.
The Commission is not bound by the feedback submitted through this tool or the recommendations by the Platform.
